Prime Minister David Cameron is expected to visit stricken communities in the north of England as swamped towns and cities continue to struggle against the Christmas floods.
The worst-hit areas will have some respite from rain today but the crisis could continue as more bad weather is forecast later this week.
Rain will batter the north of England on Wednesday with up to three inches (80mm) falling on high ground and potentially in excess of 4.7ins (120mm) in exposed locations - with most places seeing up to 1.5ins (40mm).
Some 500 military troops have been mobilised to aid emergency services, with another 1,000 on standby should the situation worsen.
The Met Office has issued yellow warnings for rain on Wednesday in North West England, North East England, Yorkshire and Humber, Wales and Northern Ireland. Amber warnings for rain are in place for parts of Scotland on Wednesday too.
Flood warnings have been removed across many parts of Greater Manchester - but forecasters have warned that there could be more bad weather on the way.
As flood battered communities continue to clean up villages, towns and cities affected by the deluge, the Environment Agency has removed a number of flood warnings.
Warnings have been removed for the River Irwell catchment - including areas in Greater Manchester, Salford and Bury - and the River Roch, including Middleton and Rochdale.
Warnings have also been removed for Hey Brook in Rochdale, Honksford Brook at Worsley Business Park, as well as the middle River Mersey catchment including areas near Bramhall, Stockport, Sale, Altrincham and Urmston, the River Eden at Bolton and the River Irk at Cheetham Hill.

The heaviest rain is moving south, but showers could affect some places today – especially the higher parts of the region.
There will be a bright start to the morning with sunny spells becoming increasingly cloudy during the afternoon, but remaining dry.
Winds will strengthen throughout the day and there will be outbreaks of rain this evening.High winds are expected to strengthen on Tuesday, with gales possible on some higher ground.
